DUBLIN, Sept 3
     It has become expedient to issue a Proclamation by order of his Excellency the Lord Lieutenant and Council, declaring it necessary to carry into effect the provision of the Alien Bill and requiring all Aliens now in this country, and who have landed therein since the year 1792, forthwith to register their names, places of abode and respective occupations; with the next resident Magistrate of the county or district wherein they live; and not to quit such residence without notice to and permission from such Magistrates-and forbidding all Captain and all ships and other mariners to land any Aliens in this country under certain penalties, without permission, for a certain time.
     It is reported that a Fencible regiment will be shortly raised in each county of Ireland, to further strengthen our formidable internal defence. These regiments are not to be put on duty when raised, nor are they to be paid for any time they are not in that situation, but two days in each week as retaining pay, that they may be ready to act upon any case of emergency, if called upon.
